Independent Protection Layers (IPLs) are designed to provide an additional level of safety and risk mitigation in various scenarios. They function by acting as safeguards that operate independently of each other to prevent or mitigate hazardous events. In this sense, they can be seen as "filters" because they help separate potentially hazardous situations from safe operational conditions. Just like a filter that removes unwanted substances from a flow, IPLs are mechanisms that act to detect or intervene before a hazard can lead to an incident.

IPLs may include a variety of control mechanisms such as alarms, safety instrumented systems, or secondary containment barriers. Their independent nature is crucial because the effectiveness of one IPL does not rely on the functioning of another, similar to how filters can operate without the influence of other filters. This independence ensures that even if one layer fails, others can still provide protection, which enhances overall safety scenarios.

In summary, describing Independent Protection Layers as functioning similarly to filters offers a valuable perspective on how they operate to mitigate risk by providing standalone safety measures in a system.
